The document you need is called "Information processing systems -- Open Systems Interconnection -- Basic Reference Model -- Part 2: Security Architecture." This is ISO 7498-2:1989. You can purchase a copy from ISO.
NIST also provides Special Publication 800-7 "Security in Open Systems."
Both of these documents are dated, but provide the background for what security services can be provided by each layer. Please note that some services can be provided by more than one layer. Also note that many protocols (TCP and IP included) do not fit exactly into one of the OSI model, but incorporate aspects of two or more layers.
