I have never researched the organizational side of security certification, because my primary focus as a writer and a researcher is on identifying and supporting individual cert programs with books, courses, practice exams and other similar materials. I am, however, aware that in addition to the work that TruSecure Labs performs to provide security ratings for devices and equipment, other forms of organizational ratings are done under various auspices, including the National Security Agency, and several ISO/IEC standards (a la ISO/IEC 17777). All I can recommend that you do to try to flesh something like this out would be what I would do if I were paid or otherwise compelled to create such a survey: dig into your favorite search engines, security organizations and standards bodies to find out what's out there.
