To keep users from writing down their passwords, I've always tried to incorporate numbers and symbols in passwords.

If they want to keep it simple, then use a favorite name or whatever, just substitute a letter for a number. For example, Steve would come out as St3v3. Or, happiness would look like this:
h@pp1n3ss. This is easier for the users to remember, and it's worked fairly well.
