By corporate-wide, I mean all layers of a corporation. From decision-makers, IT staff, to regular network users and even the maintainence staff. Everyone needs to be given security training accordingly.

Decision-makers need to realize the importance of information security to business, so they can be supportive.

IT staffers need to be at least security-literate, no matter what specific job they are doing.

Network users need to be trained good security habits.

The maintence staff also needs to know how important it is to keep an eye on every tiny, strange matter.

You will be stunned by how little people know about information security.
