What to cut from an enterprise information security budget

According to Peter Kuper, partner at In-Q-Tel, most information security budgets are flat when – if the number and severity of information security threats are a barometer – they should be increasing. But the bigger issue is what enterprises are putting into their information security budgets that could be preventing them from improving their security posture. Is there an opportunity for CISOs to cut back on unnecessary security spending?
